In 2003, the Government published a green paper called Every Child Matters. Following this the Government passed the Children Act 2004, providing the legislative spine for developing more effective and accessible services focused around the needs of children, young people and families.
Every Child matters: Change for Children is the Governments approach to the well being of children and young people from birth to the age of 19.
The Children and Young People's Plan available from the Essex Partnership Portal website, part of the Every Child Matters reform programme; outlines the framework for local authorities to work with partners’ to produce a strategic plan. The plan describes the actions and provisions local authorities will use to achieve the five outcomes for children and young people.
